France's Political Ongoing Crisis: The Dawn of a Fresh Governmental Reality

In October 2022, when Rishi Sunak assumed office as British prime minister, he was the fifth consecutive UK leader to take up the role over a six-year span.

Unleashed on the UK by Brexit, this represented exceptional governmental instability. So how might we describe what is unfolding in the French Republic, now on its sixth prime minister in two years – with three in the past 10 months?

The latest prime minister, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on that day, sacrificing Emmanuel Macron’s key pension reform in exchange for opposition Socialist votes as the cost of his administration's continuation.

But it is, in the best case, a temporary fix. The EU’s number two economic power is trapped in a ongoing governmental crisis, the likes of which it has not witnessed for many years – possibly not since the start of its Fifth Republic in 1958 – and from which there appears no simple way out.

Minority Rule

Essential context: ever since Macron initiated an ill-advised snap general election in 2024, France has had a hung parliament separated into three opposing factions – left, the far right and his own centrist coalition – none with anything close to a majority.

At the same time, the nation faces dual debt and deficit crises: its debt-to-GDP ratio and budget shortfall are now nearly double the EU threshold, and strict legal timelines to pass a 2026 budget that at least begins to rein in spending are nigh.

In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.

In mid-September, the leader named his trusted associate Lecornu as his latest PM. But when, a little over two weeks ago, Lecornu presented his government team – which proved to be largely unchanged from before – he encountered anger from both supporters and rivals.

So much so that the next day, he stepped down. After only 27 days as premier, Lecornu became the shortest-lived premier in modern French history. In a dignified speech, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job virtually unworkable.

A further unexpected development: just hours after Lecornu’s resignation, Macron asked him to stay on for two more days in a last-ditch effort to secure multi-party support – a mission, to put it mildly, filled with challenges.

Next, two ex-prime ministers openly criticized the embattled president. Meanwhile, the right-wing RN and leftist LFI refused to meet Lecornu, promising to vote down any and every new government unless there were early elections.

Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he went on TV to say he believed “a path still existed” to prevent a vote. The leader's team announced the president would name a fresh premier 48 hours later.

Macron kept his promise – and on that Friday reappointed Sébastien Lecornu. So recently – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Could he survive – and is he able to approve the crucial budget?

In a critical address, the 39-year-old PM spelled out his budget priorities, giving the centre-left Socialist party (PS), who detest Macron’s unpopular pension overhaul, what they were expecting: Macron’s key policy would be suspended until 2027.

With the conservative Les Républicains (LR) already supportive, the Socialists said they would refuse to support censorship votes tabled against Lecornu by the extremist factions – meaning the government should survive those votes, due on Thursday.

It is, however, by no means certain to be able to approve its €30bn austerity budget: the PS explicitly warned that it would be demanding further compromises. “This move,” said its head, Olivier Faure, “is only the beginning.”

A Cultural Shift

The issue is, the greater concessions he makes to the left, the more opposition he'll face from the right. And, like the PS, the conservatives are themselves split on dealing with the administration – some are still itching to topple it.

A look at the seat numbers shows how difficult his mission – and longer-term survival – will be. A combined 264 lawmakers from the far-right RN, radical-left LFI, Greens, Communists and UDR want him out.

To achieve that, they need a majority of 288 votes in parliament – so if they can convince only 24 of the PS’s 69 deputies or the LR’s 47 representatives (or both) to vote with them, Macron’s fifth unstable premier in 24 months is, similar to his forerunners, toast.

Few would bet against that happening sooner rather than later. Even if, by some miracle, the dysfunctional assembly musters collective will to approve a budget this year, the outlook afterward look bleak.

So does an exit exist? Snap elections would be unlikely to solve the problem: surveys indicate nearly all parties except the RN would lose seats, but there would still be no clear majority. A fresh premier would face the same intractable arithmetic.

An alternative might be for Macron himself to step down. After a presidential vote, his replacement would disband the assembly and hope to secure a parliamentary majority in the ensuing legislative vote. But that, too, is uncertain.

Surveys show the future president will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that French electorate, having elected a far-right president, might think twice about handing them control of parliament.

In the end, France may not escape its predicament until its politicians accept the new political reality, which is that decisive majorities are a bygone phenomenon, absolute victory is obsolete, and negotiation doesn't mean defeat.

Many think that transformation will not be possible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will prove anything but temporary.
